What if he's walking around instead of standing in one place all the time?
1 of 4: This often happens on Expert difficulty, and requires different tactics.
2 of 4: If you don't want to try to just sneak by him (which is tough), then let him get a glimpse of you down on the lower floor.
3 of 4: He'll come down the stairs, so hide behind the large dark object near the bottom of the stairs and prepare to leap out at him and hit him when he comes around it.
4 of 4: The attack will probably bring the third-floor guy running, so quickly carry the body to the nearby dark corner and prepare to ambush the next guy the same way.
