How can I ensure that Shelton won't get the chip card?
1 of 9: He just follows you whichever floor you end up on.
2 of 9: He uses the stairs.
3 of 9: Maybe we could find a way to stop him being able to climb up the stairs to the top level?
4 of 9: You're going to need to put something slippery on the stairs so that he can't climb up then, then while he's trying, close the trapdoor on the top level and push that Statue of Liberty replica onto it to keep it closed.
5 of 9: The slippery stuff can be found on the bottom level of the tower.
6 of 9: Grab the oil can.
7 of 9: Now, in order to open it, you need to have one of the guards (inadvertently, of course) shoot it.
8 of 9: To do this, hold it out of the left window on the top floor.
9 of 9: Then pour it on the stairs, shut the flap, and push the statue onto it.
