Finish the game enough times to get EITHER Rebirth OR Leave, Maria, and In-Water.
Play the main scenario again anyway you like. After you meet Maria in the park, leave the park and walk directly across the street from the west park entrance to find a small open yard with a tiny doghouse in it. The key (which is shaped like a bone) is inside the doghouse. Get it and go on with the game.
In the hotel, after you watch the videotape, go to the Observation Room on the third floor and use the dog key there.
