Hloval Dreth's Ghost
1 of 6: You'll find him standing in a spot a bit north of the Reservoir door.
2 of 6: Talk to him to learn that he doesn't have enough magicka to help out the soldiers like he should.
3 of 6: There are two sources for magic that you can get for Hloval: a special Welkynd stone and a Dagger of Depletion.
4 of 6: Once you have one of those items, talk to Hloval about it to hand it over.
5 of 6: Note that if you give him the dagger, you'll be briefly immobilized while he attacks you with it. Be ready to heal yourself up right away.
6 of 6: Whichever item you give him, wait around for the next iteration of the attack to happen, during which you'll get a journal entry about eliminating one of the four fanatic raiders.
