2 of 5: There is only one person that might have all the keys to Rain.
3 of 5: Have you talked with the Mayor yet?
4 of 5: You can find him in the forest in Verdante.
5 of 5: His guards will attack you. If you fight back, you'll scare them off and the Mayor will drop the City Key.
