What should I do with these soldiers?
1 of 4: If you don't mind rushing through another ambush without picking up supplies, you could charge them and use deadlock bubbles to help you run past them without really fighting them. However, that's not recommended.
2 of 4: Stay back at your end of the corridor and use the sniper rifle on the few soldiers that you can see at first. There should be two on the floor and one on an upper walkway.
3 of 4: After they're dead, move down to their end of the corridor and let the soldiers over to the left see you, then back up for cover.
4 of 4: Impulse-blast any that come after you, then peek around the corner and age the others (except the elite, who you'll have to shoot down). Note that there'll be a high-up soldier over there, plus some that run down the stairs.
