When should I start doing this add-on's quests?
1 of 3: Not until you're fairly high-level, and have maxed out your favorite combat skills. Even for low-level characters, there'll be lots of very powerful enemies on Solstheim.
2 of 3: It would also help a lot to max out your crafting skills and made yourself some top-quality armor and weapons. See the item-crafting tips that are in the main Skyrim hint file's "General Tips and Information" section.
3 of 3: Since you can visit Solstheim without doing any quests, you might want to do that early on just to gain access to some of the new potion-making ingredients, as well as the merchants in Raven Rock. If you find that exploring past Raven Rock is too hard, return to Skyrim and adventure there some more until you're ready to come back.
