1 of 3: Go to the docks area that's outside of Windhelm, along its eastern side.
2 of 3: Check the boats that are docked there to find a guy named Gjalund Salt-Sage on one of them.
3 of 3: Talk to him about Solstheim to learn that he'll take you there for 250 gold.
