Travel to Solstheim.
1 of 5: The cultists' orders mentioned Windhelm, so go there next.
2 of 5: Check the docks that are outside the city, along its eastern side.
3 of 5: There's a guy on one of the docked boats named Gjalund Salt-Sage. Find him and ask about passage to Solstheim to learn that he doesn't want to go back.
4 of 5: You'll have to either pay him 500 gold or pass a persuade or intimidate option. Once that's done, wait for the non-interactive boat-riding sequence to be over, after which you'll get the next objective.
5 of 5: NOTE: After traveling to Solstheim, you can use special arrow-shaped markers on the world map to fast-travel back and forth between Skyrim and Solstheim for free.
