Investigate the shrine.
1 of 3: Jump into the water and swim a short distance west to reach land, then move over toward the large glowing-green Earth Stone.
2 of 3: As you approach it, a Telvanni wizard named Neloth will talk to you about Miraak and give you the next objective.
3 of 3: As an alternative, you could ask the people in town about Miraak. Some of them will give you the same info that Neloth does.
