Defeat the Chief.
1 of 2: The chief will attack you no matter what you say to him, so kill him to finish the quest.
2 of 2: From now on, you can talk to any riekling in or near the mead hall to get him to become a follower. Also, a few rieklings may randomly appear to assist you during combats (provided you're in Solstheim).
