Talk to Neloth.
1 of 2: Return to Neloth's area in the Tel Mithryn tower and talk to him about the ash sample to get 250 gold.
2 of 2: You'll then be able to buy a spell tome for the Conjure Ash Spawn spell from Talvas Fathryon, provided you've finished the "From the Ashes" quest. (If he doesn't have it in his store inventory right away, try again later.)
