Talk to Neloth.
1 of 2: Return to Solstheim, then go back to Tel Mithryn and talk to Neloth about the book to get 250 gold.
2 of 2: You'll then be able to buy a spell tome for the Whirlwind Cloak spell from Talvas Fathryon, provided you've finished the "From the Ashes" quest. (If he doesn't have it in his store inventory right away, try again later.)
