Defeat the Lurker.
1 of 2: A huge and hideous beast called a lurker will rise up and attack, and the newly freed Skaal aren't going to be much help.
2 of 2: Try jumping onto the large rocks that are just SE of the Wind Stone and using ranged attacks from there. That, plus what help the Skaal can give, should eventually result in victory.
