Talk to Storn.
1 of 3: Before you go, activate the newly liberated Wind Stone to get the North Wind power.
2 of 3: Return to the Skaal village and use the quest arrow to track down Storn Crag-Strider, then tell him his people are free. He'll then give you the next two quests.
3 of 3: NOTE: If you can pass a persuade check, you can get Frea to become a regular follower.
