Look for Wulf's brother Torkild.
1 of 3: Torkild can only be encountered in a random world encounter.
2 of 3: Quicksave, then fast-travel somewhere that has a world encounter near it. Sprint over to the encounter spot to see if it has a guy standing there named Torkild. If not, quickrestore and try again until you get him.
