Release the book from the Dwemer contraption.
1 of 3: Quickly sprint back up the ramp to the water-lowering pedestals, then start using ranged attacks on the dwarven centurion that's now coming toward you.
2 of 3: Once it's down, cross its bridge to find some treasure, then follow Neloth back to the Nchardak Reading Room area.
3 of 3: Press the button on the small pedestal if Neloth doesn't, then wait for the next quest to start.
