Kill the leader of [random location].
1 of 3: After finishing the "The Fate of the Skaal" mainline quest, find Fanari Strong-Voice in the Skaal village's Greathall building. Ask her what you can do to help the Skaal, then agree to take care of the thieving bandits.
2 of 3: Travel to the randomly chosen location and kill the quest-arrow-marked reaver, then return to the Skaal village.
3 of 3: Report success to Fanari to get a leveled amount of gold.
