Is there a key to the door?
1 of 4: There are two keys, actually.
2 of 4: The attendant who patrols the hallway has one, and the dealer behind the protected counter has the other one.
3 of 4: There's no way to talk them into giving you a key, so you'll have to pickpocket one.
4 of 4: NOTE: You can get to the area past that door by drinking a bottle of Redwater skooma. You'll pass out after a few seconds, and will wake up in a locked cell. Pick the lock on the door or pickpocket the nearby vampire for the key, then exit the cell and fight or sneak your way on from there.
