New Crafting Options
There are five new ingredient items that you can make potions with. However, there are no new potion effects, so the new ingredient items can only be used to make potions with the same old effects. That and the fact that they're all so rare makes it not worthwhile to hunt them down or save them for special potions. Just pick them up when you find them and use them whenever. I list them and their potion effects below for reference.
NOTES: Poison blooms can be used to make slightly superior Damage Health poisons, equivalent to ones made with deathbell. Yellow mountain flowers can be used to make Fortify Restoration potions with a higher magnitude.
There aren't any new effects for enchanting, but there's quite a bit of new stuff you can smith up at forges. To start with, you can now make dragonbone versions of all types of weapons, provided you have the Smithing skill's Dragon Armor perk. You'll need to collect dragon bones (dragon scales can't be made into weapons), ebony ingots, and leather strips. Each dragonbone weapon is a bit more damaging than its Daedric counterpart, so you no longer have to get all of the Smithing skill's heavy armor perks to make top-quality weapons. You could instead get all the light armor perks, which is good if you prefer using light armor rather than heavy armor.
Another new smithing feature is the ability to make your own missile weapon ammo. You can forge arrows for your bows, and bolts for the new crossbow weapons. You'll need to have some firewood (gotten by using any wood chopping block while having a woodcutter's axe in inventory), an ingot of the appropriate type (iron ingots to make iron arrows, for example), and the appropriate Smithing skill perk (such as Steel Smithing to make steel arrows). You'll also need Daedra hearts to make Daedric arrows, and dragon bones to make dragonbone arrows. (Note that dragonbone arrows are a shred more damaging than Daedric arrows.)
You can also make yourself crossbows, but only if you choose to side with the Dawnguard instead of Lord Harkon in the "Bloodline" main-line quest. After getting the "Prophet" main-line quest, ask Sorine Jurard in Fort Dawnguard to teach you how to make a crossbow. You can then make them at the fort's forge (nowhere else) if you have the Steel Smithing perk. You can also do the "Ancient Technology" Dawnguard side quest for Sorine six times to learn how to smith better crossbows and bolts, though note that the Dwarven Smithing perk will be required to make your own dwarven bows and bolts. (Note that dwarven crossbows can do a little more damage per shot than dragonbone bows, and the enhanced ones will also ignore 50% of a target's armor.)
There are also a couple of oddities you can make. There are bonehawk amulets in the "Jewelry" section of the forge's menu which require rare bonehawk skulls and bonehawk feathers. They're not really worth hunting down just to make amulets that look weird and different. The other odd item is shellbug helmets, which can be found in the forge's "Misc" section. They're odd-looking heavy armor helmets that have the same armor rating as dragonbone helmets, but weigh two pounds less. If you really want to make one, look for huge immobile creatures called shellbugs in two specific falmer caves within the Forgotten Vale region. And bring a pickaxe.
