Speak with Bryling.
1 of 3: Go to Stonehills and find Pactur, then ask him if he owns the mine.
2 of 3: Offer to speak to Bryling for him, then go to Solitude's Blue Palace.
3 of 3: Bryling will probably be in the Jarl's throne room during the day. Tell her that Pactur asked you to deliver a message, and she'll give you a leveled amount of gold.
