Give the Frost Salts to Arcadia.
1 of 2: Anytime after you get the third Main Quest, ask Farengar Secret-Fire in Dragonsreach if he's the only wizard in Whiterun, then volunteer to deliver the frost salts for him.
2 of 2: Go to the Arcardia's Cauldron shop in Whiterun's market area and tell Arcadia that you have some frost salts for her from Farengar. She'll give you three potions as a reward.
