3 of 4: That is, you can buy it once some "unpleasantness" has been cleared up. If you haven't done the "Blood on the Ice" side quest yet, go do it now.
4 of 4: After you finish that quest's third objective, you can buy the house and finish this objective (if you have enough gold, that is).
