The Elder Scrolls V: Skyrim Hints
Deliver the purchase agreement to Kleppr in Markarth.
1 of 4: Go to Riften and find the fisherman named Bolli. If he's not in or near the open-air marketplace, go through the door that's to the left of the Black-Briar Meadery building, then look for him in or near the Riften Fishery building.
2 of 4: Ask Bolli if he's a fisherman, then ask who buys all his fish and agree to deliver an agreement for him.
3 of 4: Go to Markarth and enter the Silver-Blood Inn, then talk to Kleppr, who's behind the front counter.
4 of 4: Say you have a purchase agreement for him, and he'll give you a couple of random ingots.
