The Elder Scrolls V: Skyrim Hints
Find Septimus Signus.
1 of 5: Fast-travel to Winterhold, then go over to the base of the ramp that leads up to the College of Winterhold bridge.
2 of 5: Don't go up the ramp, but instead go by it on its right side. Approach the huge drop-off, then quicksave and very carefully drop your way down to the lower ground. (Or turn left and make your way down the slope.)
3 of 5: Head into the sea, moving toward a point that's a ways almost directly north of the College of Winterhold.
4 of 5: Watch for a small mountain-like icon to appear on your compass. When it does, move toward it until you discover Septimus Signus's Outpost.
5 of 5: Enter the outpost and follow the narrow walkway down to where Septimus Signus is, then talk to him to get the next objective.
