Talk to Ulfric Stormcloak.
1 of 3: Travel to Windhelm (by carriage if you've never been there before), then go to its north end and enter the Palace of the Kings.
2 of 3: Talk to Ulfric Stormcloak and tell him you have a message from the Greybeards.
3 of 3: Keep talking to him until he agrees to go to High Hrothgar for the negotiations.
