Talk to General Tullius.
1 of 4: Return to Solitude and follow the winding street around until you reach Castle Dour.
2 of 4: Go through the guarded door that's unlocked, then move forward to find General Tullius in his war room.
3 of 4: Talk to him (more than once if necessary) until you can tell him you have a message from the Greybeards.
4 of 4: Keep talking to him until he agrees to go to High Hrothgar for the negotiations.
