Speak to Silus inside his house.
1 of 2: Follow Silus inside, then optionally look around at his displays. He'll comment on some of the items when you move close to them and aim the targeting reticule at them.
2 of 2: When you're done looking around, talk to Silus about the job he wants you to do to get the three "retrieve" objectives, which you can do in any order.
