1 of 3: Nelkir said that only the Jarl and Farengar Secret-Fire can open the whispering door, so check with them.
2 of 3: Neither one of them will talk to you about the whispering door, so crouch down and check their pickpocketable inventories.
3 of 3: Both of them have whispering door keys that you can pickpocket. Be sure to quicksave before you try so you can quickrestore and try again if you're caught.
