Learn Shout to call Odahviing.
1 of 3: You can learn the shout you need from either Esbern or Paarthurnax (if you haven't killed him yet).
2 of 3: If you did the negotiations at High Hrothgar, all you have to do is wait until Esbern talks to you and gives you the Call Dragon shout.
3 of 3: Otherwise, go talk to him at Sky Haven Temple, or talk to Paarthurnax (if he's still alive) at the Throat of the World.
