Bring blood to Septimus.
1 of 3: Return to Septimus Signus's Outpost and talk to him to hand the blood samples over.
2 of 3: Wait until he opens up a passage, then follow him down it to find a room with a weird book on a pedestal.
3 of 3: He's supposed to try to take the book and be killed by it, but he may just stand there and stall the quest. If so, kill him to get the next objective.
