1 of 3: Travel to the city of Markarth, then enter it and go a short way west to find an abandoned house on your right.
2 of 3: If there isn't a guy named Vigilant Tyranus standing near the house, fast-travel somewhere far away from Markarth, then return.
3 of 3: Talk to Vigilant Tyranus about the house and ask if he needs any help to get this quest.
