1 of 2: You don't have to go vampire hunting to get vampire dust. The alchemy merchants in all the major cities can randomly have it for sale.
2 of 2: You can also find vampire dust lying around, free for the taking, in certain areas. For instance, in the College of Winterhold, there's some on a small table in the Hall of Attainment's NE ground-floor room.
