The Elder Scrolls V: Skyrim Hints
Gain access to the Pelagius Wing of the Blue Palace.
1 of 3: Go to the SE end of the city and enter the Blue Palace, then look for someone who can give you a key to the Pelagius Wing.
2 of 3: The quest arrows will point you to three people: Falk Firebeard, Erdi, and Una. Try asking them about getting into the Pelagius Wing.
3 of 3: Firebeard and Erdi won't help, but fortunately Una will.
