1 of 2: The cistern entrance at the Thieves Guild fast-travel point is locked for some reason, so travel to Riften and get back to the Ragged Flagon by going through the Ratway.
2 of 2: When you enter the Ragged Flagon area, Karliah will walk up to you and talk to you, giving you the next objective.
