1 of 2: You'll find Delvin Mallory in the Ragged Flagon in Riften, which is a Thieves Guild hideout. If you haven't started on that faction's quests yet, you might as well do so now.
2 of 2: You'll go to the Ragged Flagon for the first objective of the guild's second quest. While you're there, talk to Delvin Mallory to get this quest's next objective.
