Kill Balagog gro-Nolob.
1 of 3: Travel to the Nightgate Inn, which is a ways SE of Dawnstar. See the Windhelm section of the World Map Exploration Guide for precise directions.
2 of 3: Follow your quest arrow to find gro-Nolob, who'll either be in the inn's cellar or on the board walkway next to the nearby pond.
3 of 3: Either way, crouch down behind him and hit him with a sneak-attack critical blow to kill him.
