1 of 3: Loot the Emperor and his room if you like, then go through the room's back exit door.
2 of 3: Jump into the water and swim for shore, then fast-travel back to Whiterun.
3 of 3: Find Motierre in the inn and talk to him to get the next objective, plus an optional one if you listened to the Emperor's last request.
