Forge the prison registry.
1 of 4: Both the prison registry and the letter you're supposed to steal are in the Jarl's Quarters section of Dragonreach. Entering that area will count as trespassing if you haven't finished the second Main Quest yet, so you'll probably want to do that if you haven't already.
2 of 4: Enter the Jarl's Quarters by using the large doors in Dragonreach's upstairs area, then look on your right for a door under a large moose head.
3 of 4: Go through that door and turn left to find the table with the prison registry on it.
4 of 4: Crouch down and activate the registry when you can do so unseen.
