Kill the target.
1 of 3: Follow the quest arrow to the target, who'll also be a new character.
2 of 3: You can't talk to him to turn him hostile, so you'll have to watch for an opportunity to sneak-attack him unseen.
3 of 3: After he dies, the quest is over. Return to the Dawnstar Sanctuary and approach the Night Mother to start it over again.
