Meet the men near Fort Kastav.
1 of 3: If you've already discovered Fort Kastav, don't fast-travel to it, or you'll immediately get the "Take over the fort" objective. It's best to make the rendezvous with Hadvar and his men at the spot where the quest arrow is pointing.
2 of 3: To do that, fast-travel to something that's fairly near them (like the Forsaken Cave or Yorgrim Overlook), then make your way over to their position.
