1 of 3: Fast-travel to the Windhelm Stables, then go north across the bridge to where Tullius is addressing the troops.
2 of 3: Move close enough to hear him talking, then wait until he and the other soldiers enter Windhelm.
3 of 3: Go in after them to get the next objective.
