The Elder Scrolls V: Skyrim Hints
Take over the fort.
1 of 5: If you got this objective by being detected by the outdoor Imperials, you'll need to take them down using retreat-and-fire tactics before you free the prisoners inside the fort's prison area.
2 of 5: If you got this objective after freeing the four prisoners, which is the ideal method, wait until the prisoners all get their armor back on.
3 of 5: Go up the nearby stairs, then use either the ladder or the door that leads outside. (Note that the ladder will take you to a spot on the fortifications that you can use as a sniping vantage point.)
4 of 5: Use the quest arrows to help you find and grind all of the outdoor Imperials, then use the fort's main door to enter it and find more targets.
5 of 5: Fight your way through the fort's rooms, using the quest arrows to help you find all of the Imperials, including the fort commander. After they're all killed, you'll get the next objective.
