Find evidence.
1 of 4: Travel to Markarth and enter Understone Keep, then move forward until you come to the entrance to the Jarl's throne room.
2 of 4: Look a ways to the right of it for the entrance to a restricted area. If you're seen entering it, the guards will warn you off.
3 of 4: Wait if necessary until it's daytime (so Raerek won't be locked in his room), then enter the restricted area and follow the quest arrow to his room.
4 of 4: If you're seen, quickly run up to the dresser and take Raerek's amulet from it, then run back out of the restricted area.
