1 of 3: Your quest arrow now marks the Imperial courier, who travels back and forth between the two inns.
2 of 3: To get his package, you could catch up to him on the road and kill him for it, or just pickpocket it from him.
3 of 3: Another option is to wait until he's in one of the inns and pickpocket it from him there.
