Get your Orders from Ulfric Stormcloak.
1 of 3: Travel to Katla's Farm or some other location near Solitude, then go up the path to its front gate.
2 of 3: Move close enough to hear Ulfric talking, then wait until he and the other soldiers enter Solitude.
3 of 3: Go in after them to get the next objective.
