Meet Legate Rikke outside Korvanjund.
1 of 3: Go to the Honningbrew Meadery (SE of Whiterun), then cross the north bridge at the nearby two-bridge path intersection.
2 of 3: Move down the path until it gets snowy, then head directly toward the quest arrow to find some Imperial soldiers. If Legate Rikke isn't there yet, wait an hour until she is.
3 of 3: Wait for her to talk to you, then say you're ready to get the next objective.
