The Elder Scrolls V: Skyrim Hints
Meet with Legate Rikke.
1 of 3: Exit Dragonsreach, then head down to the city gates on foot. (Fast travel is disabled for the duration of the battle.)
2 of 3: Exit the city and go down the path until you reach the outer gate, where some pointy wooden barricades have been set up.
3 of 3: Move up to where Legate Rikke starts addressing the troops, then wait to get the next objective.
