The Elder Scrolls V: Skyrim Hints
Steal the Staff of Arcane Authority for Malur Seloth.
1 of 5: Find Malur Seloth in the Jarl's Longhouse in Winterhold and talk to him about what he does there.
2 of 5: Agree to steal Nelacar's staff, then go to the Frozen Hearth inn and search the large eastern room.
3 of 5: You'll find the staff on the lowest shelf behind the small counter.
4 of 5: Sneakily steal it, then return to Malur to turn the staff over and get an increase to your Speech skill.
5 of 5: NOTE: If you want the staff back, you can try to pickpocket it from Malur, though it'll be tough to successfully get.
