The Elder Scrolls V: Skyrim Hints
Find Shahvee's Amulet of Zenithar inside [random location].
1 of 5: Go to the docks area that's just east of Windhelm and look for an argonian named Shahvee. If she's not outside, she'll be in the Argonian Assemblage. (Note that you can pickpocket a key to the assemblage from any of the argonians on the docks.)
2 of 5: Talk to Shahvee to see if she'll have the dialogue option about her people having bad luck. If she doesn't, try doing the "Steal the Double-Distilled Skooma for Stands-In-Shallows" miscellaneous quest, or just coming back later.
3 of 5: After you get this objective, make it active, then follow the quest arrow to the random location where Shahvee's amulet was put.
4 of 5: Fight your way to the chest that contains the amulet, then take it and return to the Windhelm docks.
5 of 5: Talk to Shahvee to hand over the amulet and get increases to your Light Armor and Lockpicking skills.
